{"id":20810,"date":"2022-10-27T09:01:03","date_gmt":"2022-10-27T08:01:03","guid":{"rendered":"https:\/\/taxfix.com\/en-uk\/?p=20810"},"modified":"2025-09-15T16:48:55","modified_gmt":"2025-09-15T15:48:55","slug":"2022-mini-budget-the-good-the-bad-the-ugly","status":"publish","type":"post","link":"https:\/\/taxfix.com\/en-uk\/blog\/2022-mini-budget-the-good-the-bad-the-ugly\/","title":{"rendered":"The mini budget strikes back"},"content":{"rendered":"\n<p>Former UK Prime Minister Liz Truss promised some bold new changes shortly after taking office at the beginning of September &#8211; and she followed through, alright!&nbsp;<\/p>\n\n\n\n<p>Little did we know that\u2019d be followed by a swift resignation from both her and Kwasi Kwarteng, the former Chancellor of the Exchequer.&nbsp;<\/p>\n\n\n\n<p>If you haven\u2019t heard about the latest UK government \u201cchanges\u201d (or you\u2019re not sure what it all means) here\u2019s a quick rundown.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>But first, what is a budget?<\/strong><\/h2>\n\n\n<\/div> <!-- .c-body -->\n\n<div class=\"b-highlight-mini m-blue m-align-left\">\n    <div class=\"b-block-body\">\n        <p><!-- wp:paragraph --><\/p>\n<p>A government budget is a financial statement that details the government\u2019s planned spending and tax cuts. The budget is presented by the Chancellor of the Exchequer in the House of Commons.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>In the UK, we have the <a href=\"https:\/\/taxfix.com\/en-uk\/glossary\/autumn-budget\/\" target=\"_blank\" rel=\"noreferrer noopener\">Autumn Budget<\/a>, the <a href=\"https:\/\/taxfix.com\/en-uk\/glossary\/spring-statement\/\" target=\"_blank\" rel=\"noreferrer noopener\">Spring Statement<\/a> and the infamous budget that turned Britain upside down in less than a week\u2026 the \u2018mini-budget\u2019.<\/p>\n<p><!-- \/wp:paragraph --> <!-- wp:paragraph --><\/p>\n<p>Ironically, the mini-budget was meant to address the cost of living crisis and boost the economy. Instead, inflation has risen to 10.5% whilst the pound hit an all time low against the US dollar. Yikes. \ud83e\udee3<\/p>\n<p><!-- \/wp:paragraph --><\/p>\n\n    <\/div>\n<\/div> <!-- .b-highlight-mini -->\n\n<div class=\"c-body\">\n\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Corporation tax <\/strong>\u23ea<\/h2>\n\n\n\n<p>Under the original mini-budget, corporations were no longer subject to a 6% tax increase. This didn\u2019t last very long and the plan to increase corporation tax from 19% to 25% will indeed go ahead. Sorry Liz.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Stamp duty \u23e9<\/strong><\/h2>\n\n\n\n<p>Calling all first-time buyers! \ud83d\udd0a<\/p>\n\n\n\n<p>Not everything in the mini-budget has been reversed (yet\ud83d\udc40).&nbsp;<\/p>\n\n\n\n<p>The original mini-budget detailed plans to remove stamp duty on the first \u00a3250,000 of property\u2019s value (a whopping \u00a3425,000 for first-time buyers).<\/p>\n\n\n\n<p>This tax cut will remain in place in hopes that it will:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Boost economic growth\u00a0<\/li>\n\n\n\n<li>Stabilise the mortgage sector<\/li>\n\n\n\n<li>Keep the housing market flowing<\/li>\n<\/ul>\n\n\n\n<p>So if you want to get on the housing ladder &#8211; now might just be the right time! \ud83c\udfe1<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Income tax <\/strong>\u23ea<\/h2>\n\n\n\n<p>The highlight of Kwasi Kwarteng\u2019s six-week run as Chancellor of the Exchequer &#8211; the additional rate of income tax.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/taxfix.com\/en-uk\/wp-content\/uploads\/25Q3_TS-UK_Rebrand_Website_Content_high-earner-tax-returns_what-are-the-tax-implications-of-earning-over-100k-scaled.jpg\" width=\"920\" height=\"2560\" srcset=\"https:\/\/taxfix.com\/en-uk\/wp-content\/uploads\/25Q3_TS-UK_Rebrand_Website_Content_high-earner-tax-returns_what-are-the-tax-implications-of-earning-over-100k-108x300.jpg 108w, https:\/\/taxfix.com\/en-uk\/wp-content\/uploads\/25Q3_TS-UK_Rebrand_Website_Content_high-earner-tax-returns_what-are-the-tax-implications-of-earning-over-100k-368x1024.jpg 368w, https:\/\/taxfix.com\/en-uk\/wp-content\/uploads\/25Q3_TS-UK_Rebrand_Website_Content_high-earner-tax-returns_what-are-the-tax-implications-of-earning-over-100k-768x2137.jpg 768w, https:\/\/taxfix.com\/en-uk\/wp-content\/uploads\/25Q3_TS-UK_Rebrand_Website_Content_high-earner-tax-returns_what-are-the-tax-implications-of-earning-over-100k-552x1536.jpg 552w, https:\/\/taxfix.com\/en-uk\/wp-content\/uploads\/25Q3_TS-UK_Rebrand_Website_Content_high-earner-tax-returns_what-are-the-tax-implications-of-earning-over-100k-736x2048.jpg 736w, https:\/\/taxfix.com\/en-uk\/wp-content\/uploads\/25Q3_TS-UK_Rebrand_Website_Content_high-earner-tax-returns_what-are-the-tax-implications-of-earning-over-100k-scaled.jpg 920w\" class=\"wp-block-image__media\" sizes=\"auto, (min-width: 1000px) 768px, calc(100vw - 48px)\" alt=\"\"><\/div>\n\n\n<p>In the original mini-budget, the additional rate of income tax (which is applicable for those who earn over \u00a3150,000 and set at 45%) was to be scrapped.&nbsp;<\/p>\n\n\n\n<p>Less than two weeks and a rout in the UK financial market later, Kwarteng had announced a U-turn on this move. The 45% tax band will officially remain.&nbsp;<\/p>\n\n\n\n<p>But it doesn\u2019t end there\u2026<\/p>\n\n\n\n<p>Plans to reduce the basic tax rate from 20% to 19% have also been axed under new Chancellor of the Exchequer, Jeremy Hunt.&nbsp;<\/p>\n\n\n\n<p>We just knew it was too good to be true! \ud83d\ude2e\u200d\ud83d\udca8<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>National Insurance \u23e9<\/strong><\/h2>\n\n\n\n<p>If you weren\u2019t aware, reversing the NI increase introduced by former Chancellor of the Exchequer Rishi Sunak was a key policy in Liz Truss\u2019 PM campaign.&nbsp;<\/p>\n\n\n\n<p>Now Liz may be out, but that doesn\u2019t mean this policy is. \ud83c\udf89<\/p>\n\n\n<\/div> <!-- .c-body -->\n\n<div class=\"b-highlight-mini m-nude m-align-left\">\n    <div class=\"b-block-body\">\n        <p>So that means from November 6th, you could save:<\/p>\n<ul>\n<li>\u00a393 a year if you earn \u00a320,000<\/li>\n<li>\u00a3218 a year if you earn \u00a330,000<\/li>\n<li>\u00a3468 a year if you earn \u00a350,000<\/li>\n<li>\u00a3843 a year if you earn \u00a380,000<\/li>\n<\/ul>\n<p>Who doesn\u2019t love a bit of extra cash in their paycheck?<\/p>\n\n    <\/div>\n<\/div> <!-- .b-highlight-mini -->\n\n<div class=\"c-body\">\n\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Dividend tax rates <\/strong>\u23ea<\/h2>\n\n\n\n<p>In Kwasi Kwarteng\u2019s mini-budget, the rate of <a href=\"https:\/\/taxfix.com\/en-uk\/glossary\/dividends\/\" target=\"_blank\" rel=\"noreferrer noopener\">dividend tax<\/a> was to be reduced to its pre-April 2022 rate from 2023. This was reversed faster than the alcohol duty tax freeze!&nbsp;<\/p>\n\n\n\n<p>On the bright side, you still get your \u00a312,570 personal allowance.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>VAT-free scheme <\/strong>\u23ea<\/h2>\n\n\n\n<p>Those coming to the UK to enjoy London\u2019s plentiful shopping districts will be disappointed to hear that the original plan to introduce VAT-free shopping for overseas visitors has now been scrapped.&nbsp;<\/p>\n\n\n\n<p>Honestly, who needs VAT-free shopping to increase tourism when you have Madame Tussauds?&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Alcohol duty rates <\/strong>\u23ea<\/h2>\n\n\n\n<p>Last month, Kwarteng proposed a freeze on the planned increase for duty rates on alcohol. This was meant to come into effect in February 2023, but you can probably guess what happened..<\/p>\n\n\n\n<p>Just as all the pubs and breweries rejoiced, it was scrapped by Hunt.<\/p>\n\n\n\n<p>Wonder how much a pint down the pub will cost now, ay?<\/p>\n\n\n\n<p>There\u2019s been a lot of back and forth going on in UK politics, with Rishi Sunak just becoming the third Prime Minister in seven weeks. \ud83d\ude05 But as the mini-budget strikes back, the pound seems to be stabilising again, at least.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><\/h2>\n","protected":false},"excerpt":{"rendered":"<p>Former UK Prime Minister Liz Truss promised some bold new changes shortly after taking office at the beginning of September &#8211;
